Dual GPU vs Dual Xeon (AE + Cinema Animations)

I'm building a system and split between a new dual-xeon (~2660v3) setup, or dual Titan Blacks and an i7 (5960x). Budget is around 7k-10k.

Main applications C4D & AE.
Used for animation design & rendering.
Barely use Adobe's "Raytraced" engine.

If i went Dual GPU I'd purchase Octane for Cinema.
Alternatively, would purchase VRay if CPU based.

I've read lots, but really stuck on what to do.

Being a AE user I would go for the dual xeon, with max RAM and a killer SSD RAID setup- maybe 3 SSD's in Super RAID 2.

Based on everything I know that's the setup i'd choose by default as well. Though GPU rendering with Octane (for C4D) is enticing.

If lets say dual Titan Black cards significantly helped after effects (or Media Encoder) in more than just ray tracing (which i never use), I'd love to hear about it.

They would not. Ae's entire render pipeline is CPU-based. Only a few third-party effects use the GPU for render.
