Hey, I was wondering if anyone could help me in determining the effect that was used to create what looks like color diffraction in this image. I have primarily used Sony Vegas for years but just recently began working with After Effects. I'm still learning how to use it. I recently seen an editor use this effect in one of his projects but I have no idea how to do it myself. I just don't know where to start. Could anyone tell me what effect it might be or how to create it? This is also my first time using this site so I apologize if the images don't show up.

You can get that effect by separating and manipulating each of the RGB channels separately:
