How to make a layers properties in relation to another, but in a depth of field kind of way.

I'm looking to move one layer and then have a layer acting as the background and move with it but at a slower pace.
The closest example of what I'm trying to achieve is this video.

Any suggestions?

Thank you so much!

You could parent the position and dived /2 or you can move one from 0-100 in 3 seconds. and another from 0-200 in 3 seconds.

Make it 3d layers, create a camera, animate the camera. Push what you want to move less farther in Z space and scale up...
