I'm trying to get that (very) close motion-trail effect on a png file. I've used Particular but it's too frustrating and echo doesn't work.
Any suggestions?

Echo looks at the pixel data of the layer, since the pixel data of a still image never changes echo won't do much.

Try pre-comping the PNG, do the animation of the PNG in the pre-comp and then apply the echo to the pre-comp layer in the parent composition.

I've tried this and it doesn't seem to work.

It should. Did you move all attributes into the precomp? Did you leave the continuously rasterize button off?
