Yeah that title is in need of some clarification.

I would like to make smoke with Trapcode Particular, form or whatever AE plugin that resemblance the smoke coming of a wheel wen a car makes a burnout. And now comes the tricky part, the look im going for is a cartoon smoke look. (cell shaded)

So I figured out that with a null object which rotates a axis and a emitter light parented to that you get the circular motion to emit.

My first go at it was frame by frame animation in flash (mattrunks recomandation) but I think the smoke should be more 3d'ish'.

I don't understand what question you're actually asking.

If you're talking about the possibility of using a particle system to add what appears to be solid-color highlights and shadows to emphasize the puffy nature of the clouds, the answer is no.

I don't see why not. I'd suggest you handle the cel shading yourself with some custom particles.
