I have a friend who wants a distorted look to some parts of his film. He was kind enough to give me an example, from Watch Dogs. Basically the parts that seem corrupted.

How can I get that look in After Effects CC?

If you don't mind paying for a plugin BadTV will get you there.

Otherwise, I would look at mosiac effects, displacement maps, fractal noise and probably a lot more.

That's 'datamoshing', googling it will bring up various tutorials and people complaining about it being overplayed and cliche :D

You can't do it directly in AE without plugins but you can do it with free software and import it.
