I want to automate 'snapping' of layers rather than placing the next layer to the end of previous layer manually.

Select the layers you want to sequence in the order you'd like them to be sequenced. Right-click in the timeline panel, then choose Keyframe Assistants > Sequence layers.

You can go to your preferences > general and switch off "Create Layers at Composition Start Time", use whatever shortcut you need to move the CTI to the end of your layer and then add the next layer.
