I have one jpeg images at the start of the sequence

When I export as h.264 .mov no issues file renders perfect

When I export from ae cs6 as h.264 .mp4 I get image breakup, funny pixels at the beginning of the finished output

Do not export H.264 and MPEG-2 files from After Effects. Use Adobe Media Encoder for final delivery formats like these.
