Have you set Particular to use the Comp Camera?

Thank you for your prompt response, ive tested with particle world and and the same thing happend, I can change the general camera view , rotate, track z etc.. but when I click the stopwatch and insert a new keyframe camera animation wont affect the 3d effect.. so I can conclude that its not particular specific problem but a camera one.. any ideas ???

Do you have your disk cache enabled? If so try turning it off (preferences>media&disk cache>enable disk cache tickbox) and empty existing cache items.

Some 3D effects don't refresh the cache and show old frames rather than new...

A couple of screenshots showing the problem would be helpful.

It's possible that your comp viewer is set to a custom view. If so, set it to Active Camera instead:
