Im working on some project and i would like to make smoke for a far target, thats mean that the smoke need to be a tall smoke, untill here every thing is good, but how do i make the smoke bigger on top like its making his own cloud except of adding another layer as a separate cloud and stick them together?

It sounds to me that you need to increase the life span of your particles (or make the death later). This will make the smoke plume taller.

Ohh no sir, i did that part and its ok, but my footage have a very far view and tall, so my smoke cant keep on going up, it have to stop somewhere and build a big cloud, i need that big cloud on top

Try increasing the Air Resistance value some and perhaps adding a little bit of Gravity. You can also make the particles increase in size over their life so that they are larger at the top of the plume.

Adding a second particle system would probably improve the look as well.
