Is there a tutorial online somewhere on manipulating the motion blur in after effects?

for example, I've noticed on my keyframes when moving position the blur starts like 1 frame early, like there is a blur before you see a motion. is there a way to alter that? and also the amount of shutter etc...

Don't worry about it. Just view it at the proper speed and things look fine.

You can set the shutter phase to adjust this behavior. Information is in After Effects Help:

I'm sorry I'm confused on what you mean. You mean the proper framerate?

He's saying you won't notice the difference once it's rendered anyway..... Tell me if I'm wrong.

I'm saying that when you look at it in a RAM Preview -- previewed at the comp's frame rate, of course -- you won't see anything wrong. It should look just fine. If it doesn't, you have other problems going on.

Needless to say, if you don't see it in the RAM Preview, you won't see it in rendered file.

You can alter motion blur samples per frame and set the shutter angle in the comp settings advanced tab.

Press ctrl K PC

Cmd K on mac

To get to comp settings.
