For example, tracking a line from a point in a video to some info typography about the item.

The puppet tool is glitchy as no other but I did a sloppy fix by connecting the position of two puppet points to two different tracked nulls.

I feel like there is a better way that doesn't warp and reck the lines.

I want to, for example, track a person's head in a crowd and have a dynamic line connecting his moving head to an info bubble.

One end of the line fixed while the other end moves. Any ideas?

Try the beam effect on a separate layer. You can attach the end points to the layers using the expression pick whip, then just tweak the beam settings to create the line you need.

Manually keying things is what I hope to avoid. Snapping the position of two ends to two moving things is beyond AE's powers?

I'm not sure how complex the movement of your line is but there are expressions you can use on the line's path. But from what you've explained I'd probably go with 3D cam tracker/manual Keyframing. Set just a few main keyframes (4 or 5 or less) on the path. make them bezier. Use bezier handles to manipulate & smooth out motion between keyframes. You can add keyframes between the main ones as well if needed. Shouldn't take more than 5 minutes.
