I'm working on a video that involves animation and I animated my characters and scene in 2d, and now I'm trying to figure out the camera, but when I animate the camera it doesn't come out smooth like I've seen in 2D animated videos. Does anyone have a tutorial or tip to help me?

If you have 2D animated characters, why would you want to mess with a Camera, which is 3D? It isn't really necessary.

Here's a tutorial on 3D camera animation. My guess is that you are using Linear keyframes, in which case your entry and exit points are making your moves look jerky. It's a simple matter of creating Bezier keyframes, or possibly Hold keyframes:
