Lock Layer Index in AE

Is there a way to lock the layer index of a layer? If there is I can't find one because layer index is as far as I know only a parameter that can be accessed by expressions, not set by them. I believe scripting can move layers but obviously that's not so practical. Specifically I want the guide layer I'm using to always remain on top and not let me put anything above it. I could just shy the layer then nothing would go above it, but I use shy quite a bit for other things and I can't always have my shy layers hidden. I can also imagine a situation where I would want something to always be layer 3 or 9 or whatever. Am I just out of luck? Thanks all!

I don't know of a way to do that.
