I've always multiplied the value by 256. Thus, 235*256=60160 and 16*256=4096.
Having said that, most editing applications automatically fix illegal video levels. How about color saturation? That's a different story, and you have to watch your step. If in doubt, you can always nest the comp in a temporary comp, then apply Color Finesse to the layer: you'll find a waveform monitor & vectorscope in it.
