After Effects, Media Encoder Rendering and Bitrate Issues

Dear CreativeCOW Members,
first of all sorry for my bad english. I have several problems with AE and AME, I'am trying to explain these.
I have a video file what I like to compress. In AME after select H.264 for format I set the Profile High, Level 4.1. The Bitrate Settings was CBR and 62.5 (max). In this case the estimated file size was 35 MB. But the produced file size after rendering in MP4 was 20 MB. Why is that?
The another issue when I disable the Multiplexer then the produced M4V can't openable. I tried VLC, Quicktime..etc. but the file is corrupt. The interesting thing in this case that the estimated file size and the produced file size are the same. Any idea?
Both After Effects and Media Encoder creates an M4V that I can't play after rendering. I know the fact that Adobe Media Encoder is the best solution for render, but I can't understand why everything so messed up. Thank you for the answers.
