 | How to create a velocity mask?

I mostly think I know what I'm doing when working with after fx, but actually I'm kinda stucked. Hope someone can help me.
I want to apply a filter to a video. But its intensity should be based on the velocity of the pixel. How to get a velocity mask?
There must be a way to achieve this - maybe by getting some information from the CC Force Motion Blur? Any ideas?

The only product I've ever seen that will expose motion vectors in AE is Twixtor:

The vectors may not be detailed enough for your purpose though. A trial run might be in order :-)
I've used this plug in the past to generate some pretty cool particle fields that react to motion in live footage.

Good thinking... didn't actually realize, that twixtor does motion detection for the retiming.
I will give it a try. Thanks!
