I use 4K footage and DSLR image sequences (2K+) and am cutting on 2K sequence settings. Is there an option that can be enabled so AE does not allow me to scale the image past the available pixels allowed (before getting a bad image)? I've been doing it to eye but I was wondering if there is a way of setting a "fence". I would like to also do this in Premiere; any adice on that front?

You can limit the scale to 100% with an expression that still lets you adjust the value manually.

Alt-click the stopwatch for the layer's scale property and paste the following expression:

if (value[0] > 100) [100,100] else value

Translation to English:
If the x scale property is greater than 100, then override it by returning 100% for both x and y scales. If not, then return the original value.
