Isn't there a way to create 3D Primitives in AE CS6?

I'm trying to make an extruded rectangle (without making a shape in AI)?

Use a 3D Shape Layer with the Ray-traced Engine selected. In the Timeline, under the Geometry Options, set a value for extrude that suits your needs.

You can also use Element 3D to extrude shape layers,text,etc right in After Effects(CS3-CS6).

The best thing is that you can use Environment Maps to give a cool Reflection.
