Mr. Grief
To make this effect follow the steps below-
1. Make a yellow solid.
2. Reduce the opacity to 50%.(Press T)
3. Place it above the original footage.
4. Press T to bring the Opacity of Yellow Layer.
5. Key frame the opacity as required.

You can also apply the GLOW EFECT to the original footage and Sync its "Threshold Value" with the Opacity of Yellow Solid.

They're called light leaks. You can build your own by animating a few masked, colored solids and experimenting with blend modes like Add or Screen, or you can buy footage of real light leaks from any of the major stock footage sites and composite over your animation.

There are a few free Film Damage clips you can download from here.

If you mean the flashes of light right at 34, you could put a orange solid over your footage. Lower the opacity, then play with the transfer mode. Maybe color dodge, but that's just a guess. Then to add to it, you could add a peach colored solid that's masked into a different shape. After that it would just be a matter of adding keyframes for the opacity and maybe some movement with motion blur.

But essentially what this is, or what it is trying to look like is a film burn. You can get some free film burn clips here

or by doing a google search for them.
With those you can just put then over your footage and again maybe play with the transfer mode and opacity.
Hope this helped!
