Make a layer only appear on non-transparent without track matte

I want a layer which has alpha and has been turned black and blurred (faux shadow) to appear only on non-transparency in my comp, but I want it to assess transparency all the way down, without precomposing my layers and using a track matte.

Although it seems impossible to everyone I have asked, the data is there so the real question is how to tell AE to use it... any geniuses care to weigh in?

[gerad gray] "appear only on non-transparency in my comp, but I want it to assess transparency all the way down, without precomposing my layers and using a track matte."

The way you've phrased it has me a little confused. It sounds like you want the 'Preserve Transparency' layer switch. This will make the layer only appear where there is alpha in the layers below.
