It'll be tough to remove the glows and spills from a city-at-night shot to achieve this black-out effect.
Unless you want to build and light an entirely CG city, you might be better off taking a day shot of a city, using a day-for-night technique to make it a night shot, then adding in some lighting effects so you can remove them.
