Clone stamp? Removing Burn-in Time Code

Folks, I hope this is an after-effects question. Definitely an Adobe question.
I lost an original tape and all I have is a VHS version with BITC (Burn-in Time Code). I want to use several clips from this interview - and wonder if there is some way to retouch the footage that can be automated. the TC appears over a regular surface - a brick wall, but also over the moving head of the interviewee.
Any suggestions greatly appreciated. I assume I might need to export footage to PS and automate commands - perhaps clone stamp?
It's going to take a long time and if you've not done stuff like this before there is a 90% chance that it'll turn out bad. If there isn't a budget to outsource this then perhaps a cleaned up freeze frame coupled with the SOT will suffice.
