I am sure you guys get this question a lot, but i hope my case is little different.
I have an ae project and i often just need to change pictures and re-render. I don't even change the project file at all as i just update jpeg files that the project references.

Is there a way to pre-process the part of video that does not involve the picture and save it somewhere, so AE doesn't have to re-think very hard?

Another question is which video format would have the shortest amount of rendering time?
I have been using WMV and i am trying out h264 but was wondering if there is a better option.

You can precomp and pre-render [link] the unchanging elements.

For output codecs, I generally recommend to a lossless or mastering codec (using the Lossless preset, or a high-quality lossy codec like CineForm, DNxHD, or ProRes) and then compressing from there.
