3D Lights and Camera Movements in Z space

I'm having trouble with a 3D scene i've created, which involves a virtual camera moving closer toward the camera and closing in for close ups and coming back out for long shots. I have lit the scene with spot lighting and some an ambient light but am having trouble with the intensity getting brighter as the camera gets nearer to my subject. I'd like the lighting in the room to stay the same intensity at all times so that different shots match up in lighting.
I have played around with many different settings including setting the falloff to none, changing material specular and diffuse settings but none have given me the right output. Any ideas how to get a constant intensity on the lighting?
