The subject pretty much sums up the question.

Can I select all key frames on one side of the playhead? I do this in Blender.

Or in Final Cut using, I forget what the tools called, but the "T" key allows you to select all clips starting at a given point.

This kind of functionality helps with re-timing when you have a lot of things laid down.

So I'm in AE and have a mess of keyframes that don't all fit on the screen at one time, even when maximized, so how can I man handle all these keyframes for some retiming?

If you context click (right click) on a KF, you will have options to select previous, following or other KFs of equal value.

That's awesome. Although it only selects keyframes from that layer.

I'm re-timing 80 or so layers of keyframes. What's the best way to mass adjust keyframes on that scale. Even with the timeline in fullscreen mode I still don't have all keyframes on screen, so I would have to pan up and down the timeline to select all keyframes to do one move. Is there a better workflow then that?

Unfortunately no. You may however want to look at nesting this comp and then use time remapping.
