Can anyone tell me if the 'weld with sparks' effect

is possible to do natively with AE, or do I need to purchase a plugin ie Particular?

AE's "CC Particle World" plugin should give you what you're looking for. Here are a couple tutorials that should get you started:

I've used CC Particle World to do thhis kind of effect and it worked great for me.

CC partical world should work fine. He the blend mode to add, and duplicate the layer a few times to add intensity.

As the others said, CC Particle World will do this effect well.

That said, Particular is incredibly flexible, and you can use it for all sorts of effects that you might not think of at first. It's a great buy, and once you have it, you will find all sorts of uses for it. For example, see this recent thread where Marc De Coster is building an animated dandelion with Particular [link].
