I have a textured polygon of a circle with a white outline i was wondering if there was a way to make it appear as though they fuse together slimier to this

Don't have the white outline be part of your particle. Use Generate>Vegas, Stylize>Glow (or whatever method you prefor for adding outlines) AFTER Particular on your layer.

Here's a neat trick: precomp some little dots, with no background solid in the precomp. You can even animate them or stagger their in points. In the main comp, animate multiple instances of the Simple Choker effect. The dots will grow larger and eventually grow together.
