Greetings to you,
I have a problem but I have no idea whether solution.
I used dynamic link to work together premiere and after effects.
No problem with import. Problem is preview playback jumps around...
Is there a solution for this?

How are you doing the preview playback?
What version of AE?
Whot operating system are you using?
What are your computer specs?
What kind of footage are you using?

I use space bar for preview basically...
AE and Premiere both CS4
I'm using windows 7 x64 and my system is -I think- power enough
8 GB RAM, 2,67GHz dual core processor (Intel Xeron)
NVIDIA Quadro FX 3700
I'm importing targa sequences to after effects and
then import to premiere using adobe dynamic link...
Please help...

You didn't say if you were using the spacebar in Premiere or After Effects, but either way, it won't play smoothly unless the stuff is rendered already.
In After Effects, the best way to preview is to use the RAM preview. (More info here: [link])
In Premiere, you'll have to render your timeline before it'll play back smoothly.

Problem is in premiere preview...
"In Premiere, you'll have to render your timeline before it'll play back smoothly." Do you mean render entire work area?

You'll have to render the part of your Premiere timeline with the AE in it. It has a red line over it in Premiere, right?

You can't play back any After Effects thing in real time unless it's been rendered.
If you don't want to have to render things in Premiere's timeline, I would suggest you render your AE composition out of AE and bring the resulting video clip into your Premiere timeline rather than the dynamically linked AE comp.

I'm working on a big project
no more effects but have to composit in ae...
so time is important for me.
Which one is fastest way?
But of course quality is important too...

Are you asking whether it's faster to bring your AE comps into Premiere via Dynamic Link versus rendering out your AE comp and bringing the resulting video into Premiere?
I don't know; you'd have to test it.
