I am making an animated menu background for a video game mod, and as a starting point I have a psd containing lines of evenly separated text. Is there a simple way in after effects to cut up the text into strips along each row and have them scroll across the screen at a variable speed?

Each line of text needs to be a separate layer, so what do you want to use to cut the lines of text up: Photoshop or After Effects?

In Photoshop, you'd make a bunch of layers, import it as a comp into AE, position the layers properly, and parent them to a null for the horizontal crawl.

To use the original Photoshop document in AE, you could duplicate the one layer, mask around individual lines, reposition them and parent them to a null for the horizontal crawl.
