6 Core VS Quad Core - and Intel still better for video?

(The following is specifically in reference video editing and compositing only):

Dear all, its time again to upgrade to a new system, and as we medium-income people know, you're kind of stuck with what you get for a year or so, and it's important to get it right!
What are anyone's thoughts on 6-core systems VS 4-core? My concern is that 6-core is only better if all the cores are used / are necessary.
Would I be right in thinking a 3.4Ghz Quad core may be better than a 3.0Ghz Six core for AE and Premier purposes?

Any specific $1000 range systems that you recommend would be a bonus!

RAM per core is more crucial than the number of cores in your system. 4GB of RAM per core is what you should aim for given a budget constraint.
