Animating a .psd file in After Effects

Hi, I'm new to adobe after effects. I want to use it to animate a cartoon which has been drawn in photoshop. I chose after effects as my animator because it supports .psd files, which will greatly speed up the animation process. I drew a background in photoshop, and made thirty layers on top of it, each layer containing a car in a slightly different position. My objective is to animate these thirty frames over the static background in after effects. After I figure this out, I would like to add a semi-transparent static layer on top of the whole animation similar to the background beneath. (The top layer is haze.) Can somebody tell me how to line all of these layers up as described above? Thank you for any help.

For what you're describing, you could actually just use the animation features in Photoshop. See Frame animation workflow [link] in the Photoshop docs.

Since you're new to After Effects, I'd recommend the following link, in which Adobe's Todd Kopriva pulls together some important introductory materials:

AE is both broad and deep. It's hard to just dive in before you understand some of the underlying concepts.
