Foreground Transparency In Viewport

I'm trying to load an image as a texture on a foreground object so I can line up a shot and recreate the correct perspective.

First of all, is a foreground object the way to do this? Second, how can I make the foreground object partially transparent so that I can see the image overlaid on my scene? I've tried using transparency and also alpha in the texture settings but it doesn't seem to help within the viewport.

Have you tried checking "x-ray" on the basic tab of the attributes panel?

Did you find any solution on this? It seems like a basic workflow concept, but I can't get it rolling. I've got a foreground photo I'm using as a guide. (can't use bkgnd. The scene is filled).

I've tried enabling transparency on the foreground texture
I've added a display tag and enabled ghosting
I've set the disp. tag visibility to 50%
In the viewport, I've selected Options>Tags and Options>Xray.

What's left?! I'm still getting a 100% opaque foreground object. Surely I'm missing something. What good is a foreground object that occludes everything?

usually alpha channels are used to make transparent areas you can see through. The Foreground object help has a picture of what they were thinking when they created it (not that that is the only use)
