Outlined Object Technique? [Retro Computer Gfx]

Can anyone tell me exactly how this image was made? Specifically the cel style lines (doesn't seem to be wireframe or anything to do with polygon reduction)... I'm puzzled how this was done because the lines are really crisp and there's more than one color. Also the deformer isn't something I can pinpoint either?

if it's done in C4D it looks like a formula deformer on a sphere with Sketch and Toon doing the lines

Thanks Brian! I've since made some significant progress using sketch and toon in C4D utilizing the 'contour' settings and turning the shading off to allow 'transparency' and layering of objects. To get the deformer effect I used a plugin called HOT4D which is an ocean simulator available for free here: http://www.valkaari.com/?cat=25

this uses an Edge selection rather than Contour but Contour in UVW mode would also be a good way to do it. HOT in it's default would be more random but could be interesting, definitely.
