Shader with Alpha Channel and Displacement

I am currently trying to something that should be pretty simple, take a picture of a dress with an alpha channel, map it onto a flat plane so that the image of the dress is projected onto the flat plane, then make that plane undulate by running a water texture through it's displacement channel.
I am running into a strange issue however where if I have the alpha channel enabled along with the displacement, the displacement wants to make the edges of the image into super tall spikes (or if i turn off sub polygon displacement so that it is a lower-res plane it just makes the edges super tall and thick)
How can I have a displacement turned on and still have the alpha channel work without this bizarre effect?
When I tried using the alpha channel in the transparency window that worked, except it is not as accurate as using it as an actual alpha channel and leaves white halo around the edges of the form.
