Physical Renderer Lighting Shifts w/ Motion Blur

Hey guys, I was really looking forward to using the great motion blur that it creates, but I have run into a problem.
I have an emitter with an cloner that links a light to a spawned particle. How, every time a light is spawned in that way, all the other lights go crazy, randomly changing intensities, turning off completely or shadows doing strange things.
I isolated it to the fact that this problem only occurs when a light is spawned or is enabled from a disabled state. Frames with no lights spawned render correctly. This problem only occurs with motion blur. Everything renders correctly when motion blur is not enabled.
I've tried every setting I can think of, but short of doing thousands of manual key frames, I am stumped.
I tried it in both R13 and R14, on several different hardware setups, so its not my machine or particular version.
