Problem with 3ds max bones?

Hello, I'm working on animating a model in 3ds max but I've come across a major problem. When I try to move the eyebrow bone, the bone does not move. Instead, it stays locked in its position and rotates the entire head mesh along with the head bones. (same effect as rotating the head bone). I know for a fact that this model is rigged correctly because if I merge animations with it, the eyebrows can move, but I just cant do it manually. Any ideas?
