Limiting base IK chain bone limits all descending bones, how do I fix this?

I'm animating a robot arm in 3dsmax 2010 with an IK chain, and I'd like to have the shoulder of the arm locked (or limited) to only rotating on its y axis, but the elbow, hand, and such, to rotate on any axis. 3dsmax has the rotational joint limits, which is what I tried to use, but my trouble is that when I limit the base of the IK chain, (so the shoulder of the arm), all descending bones in the IK chain have the same limit.
Is there any way to have completely separate limits for each bone on an IK chain?
