3dsmax mirror skin issue

everything is working as it should but, when i start to try and mirror weights.
a threshold of well below 1 gets the hands, as i increase it, it grabs the feet, and finally gets the shoulders (still well below 1)
but to get the thighs and calfs it needs a value of 7+ to grab the last of the vertex(it however grabs the bones at .5)
any clue whats going on? or what i might have done to piss Mr. mirror!
PS: im on 2012, my mesh is an editpoly with its resetXform.
