Hello i am just wondering how would you do the simple animation of toothbrush cleaning the teath. The tricky part is the collision hair with teeth. What would you use to simulate it? Hair? Reactor?

Depends on how detailed you need to be or how slow your animation is. Trying to proceeduraly figure that one may incur some serious processing time. Perhaps you could get away with something as simple as a ffd modifier like a 4x4 ffd or even a cylinder ffd...which has more control points. Another thought... a combo of a noise modifier with a bend &/or taper mod.
I would choose the cloth mod then and align gravity so that it wants to pull the bristles straight. using collision detection through the cloth deformation. Its not something I do much so I would recommend reading the tuts on cloth (if you havent already). You can group your verticees which may help things along.
