I've been wondering about this for about a month now but is it possible that when you have say a plane with a noise over it that you can link the noise to an audio file so that the plane responds to the audio?

Yes, you need to attach an audio controller to the noise modifier. I did a quick search on google for "3DSMax Audio Controller" and found this tutorial, but it may be good to also look through the portion of the help documentation that covers Audio Controllers - which is just an animation controller.
