Hi - Im a user of After Effects and having only been useing 3dMax
for a short while Im struggling to get good quality video out.
I have a basic animation that I'm rendering out Pal D1 4x3
(production) using the video filter in the Renderer tab and im getting
very blocky and pixelated results, but stills render out looking
Any tips, advice, or words from 3d Max gods would be great!

That's because by switching the filter you are not actually affecting the type of file that you are outputting you are affecting the anti aliasing quality. Hence you are getting block renders. I would suggest leaving the settings alone if you are not experienced with them. Set it to area.
Then obviously check your output settings. I would suggest rendering out TIFFs or TGAs and then compiling in AE.
