Buliding a custom plug-in

Hello!
Does any one of you professional people know what would be the workflow to achieve a plug in that connects to a couple of softwares?, i mean legally, not "how to do it" if i'm going to create a plugin for say Adobe After Effects, should i contact Adobe for some kind of permissions? for instance, did Andrew Kramer bought some kind of "rights" or "permissions" to create Element 3D?

You don't need Adobe's permission to develop a plugin, but you will need their SDK and a lot of know-how:

Do the kind of same thing holds true for other platforms like Maxon C4d, 3DX max, Premiere, etc.?
