In a small square in Belgium, what was the CPM (cost per thousand) of audience reached over expenses?

Well, the event (if you believe it was real... there's some debate over that) wasn't produced/created for the townsfolk in Belgium... it was actually of course created for all those who saw it on line... which just on that one YouTube video alone is more than 17 million views so far (and I know that video is available in a number of outlets, not just YouTube).

Probably fairly cost effective.

Very creative. I love that. It reminds me of the Alouetta Target TV spot. A less dramatic script, but still a "happening" captured on film/tape.

It really panders to anyone involved in production, but how effective?

Were all those internet viewers potential customers? Did the sponsors get the desired results?

Was this piece broadcast OTA or on cable?

It was very creative, but I'd imagine if it was produced for the people in Belgium that the signs would have been in Flemish instead of English.
