how to approach a badly muffled voice audio

I've been trying to make some badly muffled voice audio more understandable with Audition CC but I'm not making any headway.

I have a clip of the audio with 2 different voices in it up, 1 is clear enough, the other is hardly audible.

I placed a short clip of the audio for you to listen to here:






Tried compressing it, messing with the EQ levels, adding noise reduction to clear out some of the hiss but it's not getting any better

I'm a rookie with Audtition so i would like to ask if anyone could point me in the direction of where i should start....which effects I should work with first?

I just need to get the audio to a point where i can hear what they are saying

I can hear what they're saying, pretty well.
