SMPTE as an audio track

I need to record timecode as an audio track... is there a plug-in that can do this with Audition? I know CuBase can generate this kind of audio but I have not been able to find anything else.

The point is control of a lighting board from a video playback. I need lights to go on an off and flash at certain points and if I can record the SMPTE as an audio track I can lay it into my video on an unused surround channel and everything syncs right up! I've done this before but I've always had the audio track supplied to me and this time I need to generate it somehow... Audition? Premiere Pro maybe? Any ideas?

Brian,
From your post, you want to insert LTC, not record it, right?

This should do the trick:

It is in use with multiple light companies.
