Websites and screen resolution

Can anyone tell me how to make sure that a website developed in front page looks the same no matter what screen resolution the view has set on their computer. It seems that some websites don't look correct at 800x600. Any input would be great.

The only way to ensure that it looks the same on every screen resolution is doing it in Flash.

By 'same' I mean; different browsers won't be able to render the site differently pending how they interpret Web standards, since all Flash sites have to be viewed using a Flash plug-in.

Now, if you mean that the site changes aspect ratio when viewed through different screen resolutions, that is something you have NO control over.
