I've just been asked to bid on posting a project that would require extensive use of stock footage of historical events during and after the 9-11 attacks in the USA. As you know, there are dozens of sites that sell and license stock, and searching them can take hours or weeks. I'm wondering if there are freelancers or services in the market that specialize in research and licensing. I would need to go totally 100% legit on licensing - nothing stolen from YouTube, as project is for a Fortune 100 company, will be distributed publicly, and will be scrutinized and vetted by their legal department.
Any leads appreciated. First, I need estimates, and after I get the job, I'd need the assistance or service. Thank you.

Many of the stock companies will have an account person assigned to you do perform just those services. I'd start by calling a few of them and ask their specialists how they can help you. Maybe start with the big guys like Getty Images and work down to smaller sources once you know the exact terminology you are looking for.
I know in the music world there the Harry Fox Agency for music clearances.
