It would probably be less trouble to just texture this, rather than trying to create a shader to do it. Just paint a 'brightness map' that ramps up towards the edges you want to highlight.

Or you could experiment with the existing toon shaders... they are capable of highlighting hard edges, though I don't know how easy it will be to turn that into a wide gradient instead of a hard line.
