Sorry...You already listed all the steps so I didn't add anymore info. Rip the audio to aif with a tool like MPEG Stream Clip, bring it into your NLE and raise the audio levels. You'll need to re-author the disc from scratch with the new audio. Do you have the original authoring project?

There are other tools which will replace the audio at the VOB and IFO levels but you really need a good grasp of the DVD spec to do something like this. Here's one particular guide:
